The DSGMC, in a complaint addressed to the Police Commissioner and officials of Parliament Street Police Station, sought registration of an FIR against Atishi for what it described as a deliberate and intentional act that allegedly insulted Sikh religious sentiments. The DSGMC said it is a statutory body established under the Delhi Sikh Gurdwaras Act, 1971, and is responsible for managing historic gurdwaras and institutions linked to the Sikh community.
